How is Devon's neighborhood described in the novel, Ace of Spades?

Devon lives on the "bad" side of town. His neighborhood is plagued with poverty, gangs, violence, and drugs. Devon and his best friend, Jack, study to get scholarships for Niveus because they want to improve their life and get out of their neighborhood.
