The country of France is the setting for most of the narrative's action, and was the setting for most of Virginia's anti-Nazi activities. In the early years of World War II, France was invaded by the Nazis, who controlled the country for several years. It was the goal of Virginia and other members of the Resistance movement to eventually get the Nazis out of France, but until that could happen, they were determined to disrupt Nazi activities as much as possible, and in as many ways as possible.
