Why are Pong and Somkit living in the Namwon Women's Reform Center in the novel, A Wish in the Dark?

The Namwon Prison is where women are held for various crimes. Pong and Somkit are among the children who live there because their mothers are there. The children are held until their mother's sentence is finished, or until they turn 13 years-old.
