In A Tale of Two Cities, why is Darnay arrested in Book the Third?

Darnay is denounced by the revolutionaries and arrested. The most important piece of evidence was the letter Dr. Manette left behind in his cell, stating that the St. Evremondes set him up and arranged for him to pay for their crimes.
