Why did Joy end up in foster care?

Until Joy was eight, she lived with her mother and the men who were in and out of the apartment. One night one of the men named Graves started choking her mother to death. Joy grabbed a kitchen knife and stabbed Graves in the back. Then she ran into the hall and knocked on apartment doors until someone answered. She was taken to a foster home. Her mother visited once, but she never came back. Joy stayed in foster care until she aged out.
