Whom is Hank asked to identify in Chapter Eleven?

Hank remains waiting at the police station for an hour. The flag is dropped to half-mast for Carl's death. Then there's a commotion, and Hank is asked to accompany officers to identify a man they believe to be Carl's murderer. Sarah asks where they're taking him, and Hank says he doesn't know. However, he believes the man is dead.
