Who are the kidnappers described in Chapter Eight?

The final article provided potential identities of the kidnappers. They are brothers, Vernon Bokovsky and Stephen Bokovsky. Sarah asks Hank if he can tell whether the photo in the paper is one of the men in the plane, but Hank points out that the man's face had been pecked away by birds. The man in the plane was small and so was likely the younger of the brothers.
