What is Hank's reaction to seeing the bag of money in Chapter Eleven?

Hank seems amazed by the money and asks if he can "touch it." The agents seem amused by his interest and allow him to hold one of the packets. He returns the money as they arrive back at the police station. One of the agents says that the kidnappers had demanded $4.8 million.
