Why does Willie Singer have such a hard time leaving Hawaii?

After a stop in Hawaii on his way to China, Willie Singer plans to go to Midway. However, the fuel barge he is needing sinks in a storm. A Naval base offers him fuel, but they only have jet fuel. Willie thinks he will have to wait two weeks for a new barge when he meets Ben Cooper, who tells him that there is surplus on Minola.
