Why does Tully ask Willie Singer to help him find the Fresnel lens?

Tully asks Willie Singer to help him find the Fresnel lens for Cleopatra because he knows that Willie is interested in lighthouses. Also, Willie is headed to China and Tully thought that on his travels across the Pacific, Willie might hear something about the rare Fresnel lens.
