Why does Captain Kirk tell Tully to put on his sailing shoes?

After Captain Kirk and the others rescue Tully, they decide he cannot return to Lost Boys. Tully feels he should turn himself in, but his friends convince him to wait out the statute of limitations. Captain Kirk tells him to get on some sailing shoes and disappear.
