What did hearing a cigarette boat off of Cayo Loco remind Tully of?

Tully hears a cigarette boat off the coast of Cayo Loco and remembers a story that Cleopatra had told him about her step-nephew Donald Diamond, whom they call "Donald the Turd." Donald wanted to sell off the family land to build luxury condominiums. A cigarette boat driven by one of Donald's friends comes by named PAR-T-ANIMAL, speeds by and causes damage to the Lucretia in its wake. Cleopatra asks for her gun - an M16 - and shot the engine of the boat with everyone on board swimming for their lives.
