Who is Mother, from A Planet Called Treason and what is their importance?

Mother is Mueller's second wife, since the first, Lanik's mother, has died. As seen by her nickname, she is not respected by the family. She has one son whom she hopes can ascend the throne, but there is little hope because of the two elder sons.
