Donovan, Stevenson and Roosevelt went to the Caribbean where Roosevelt was vacationing. Both Donovan and Stevenson went on to London. Donovan was seen; Stevenson was not. Donovan had German agents tailing him. Donovan was checking to see if there was any value to trying to strengthen the British in the Mediterranean.
