There was a lot of scientific work taking place in Germany, as well as the revival of German militarism in the early 1920s. Working with Charles Steinmetz and Chaim Weizmann, Stevenson learned various scientific concepts and began to see the value of early warning systems in defense and the value of intelligence services.
