What did Stevenson want of Roosevelt, and why was Roosevelt dragging his feet?

Stevenson wanted Roosevelt to convince the American public to support England. Supply lines had to remain open which is what Stevenson's BSC was busy doing. All the guerrilla warfare would be directed from New York should England become occupied by the Germans. England needed destroyers and other war equipment. This placed Roosevelt in an awkward position because he was running for re-election and couldn't openly be pro-war.
