What is the technology like that the humans in the lab are developing in the novel, A Fire upon the Deep?

The humans are developing a technology that is more advanced than is possible in their home space. The technology somehow gets away from the humans and develops intelligence, which grows until the newborn intelligence--a new Power--reaches the point of "flowering" into interstellar space.
