Westmoreland felt the U.S./ARVN forces would win with superior numbers, employing an early version of the "shock and awe" strategy of America's later military conflicts. By depleting the Viet Cong of troops and personnel, they would no longer be able to wage war. This was called the "attrition" strategy.
