How does the author use foreshadowing in A Boy Called H?

Hajime is very inquisitive and observant. When he notes the condition of the rusty railroad tracks, he questions why they've been neglected. The answer to his question foreshadows the depletion of Japan's resources to continue its war with China and also introduces the term "military secret".
