9/11 Commission Report

Prior to 9/11, a figurative wall put in place between law enforcement and intelligence agencies impeded the sharing of information. After critical examination, it was exposed that the agencies in question, due to their failure to properly understand and interpret the procedures governing information directly affected the events in question but provided obstacles as well. It is important to note that policies and procedures themselves were not the issue..... human interpretation as to the legality of sharing information was the largest impediment.
