Why did Lester once plant evidence in a domestic violence case?

Lester tells Kathy that he planted cocaine in the home of a man who had repeatedly beat his wife, but the wife was too afraid to press charges. Lester planted the drugs to remove the husband from the house (put him in jail) just long enough that the wife could leave without fear.
