Why is it necessary for Noah to flush large amounts of dye down the toilet?

Noah had to flush large amounts of dye down the toilet, so that when the Coral Queen dumped its waste.... the dye would be flushed too. In doing this, he hoped to bust Dusty who'd been dumping waste into the marina to save money.
