when Prospero says to Miranda in Act1 Sc2 "me poor man, my library was dukedom large enough",why does he refer to himself as POOR?

He is poor because he obviously has lost his dukedom, but his expression is also about spending too much time in his library and the knowledge he gained there did not enrich him enough to see his downfall coming. In his library he was too far removed from real life to notice the treason against him.

Prospero was more into his studies and neglected his duties as duke. Antonio had no choice but to consolidate Prospero's power. He was a "poor man" because he neglected his people, towns people, and prefered to read his books instead. His library was his "dukedom" (what he ruled over) and for that, he lost his kingship.
